of Morrisville – Wastewater Treatment Facility and Collection
System (144 homes)
Project closed
out as of 3/15/05 with CDBG. SMCOG was the CDBG grant administrator
on this project. $1.9M project cost.
Village
of Diggins - Wastewater Treatment Facility and Collection System
(138 homes)
Work
began in August, 2004 on this project and is moving along very successfully.
The main collection system is nearly completed and the treatment
plant is approximately 55% complete. The anticipated construction
completion date is September, 2005. SMCOG is the CDBG grant administrator
on this project. $3.2M project cost.
City
of Clever – Water Supply and Storage Expansion (425 homes)
Project
closed out as of 3/15/05 with CDBG. SMCOG was the CDBG grant administrator
on this project. $2.1M project cost.
City
of Fairplay (New Member) – Industrial Park Infrastructure
(2 businesses)
The City
of Fair Play was awarded a grant from the USDA Rural Business Enterprise
Grant Program to provide sewer, water, street and site improvements
to property owned by the city. Two 2 new businesses have committed
to locate in the new Park, and several more have expressed interest.
The construction contract has been awarded and construction has
started. $94,500 grant award.
City
of Crane – Water Supply Improvements
SMCOG
assisted the City of Crane in the engineering selection process
for a proposed water supply improvement project that will include
a new water tower, repair and replacement of old water lines and
new water lines and possibly a new well. The City selected the firm
of Shaffer & Hines as the Engineer for this project. Shaffer
and Hines will first prepare a Preliminary Engineering Report (PER)
for the City.
Monett
R-1 School District and Monett Area Career Center
SMOCG
recently prepared the full EDA application for $1.25 million in
EDA Public Works funds to construct a new facility for the Career
Center. The 90,000 sq. ft. facility will be located next to the
new High School in Monett and will be a state-of-the art facility
equipped with the technology to provide quality workforce development
programs. Total construction costs are estimated at $7,295,209.

Disaster
Recovery – Lawrence County/Pierce City
Lawrence
County received three (3) CDBG grants to assist in disaster recovery:
1. Demolition
& Debris Removal –The Lawrence County portion of this
project is nearly completed. Pierce City held a “Clean Up-Weekend”
project to remove any debris that was still remaining. $239,200
in CDBG funds.
2. 15% Non-Federal
Share – These funds are being used to cover the 15% cost share
of construction projects to rebuild the City Hall (completed), Fire
Station (under construction) Senior Center (completed), Historic
Bandstand (completed), and Public Library (completed) in Pierce
City. In addition, damages to the sewer and water facilities, sidewalks,
street, signage, etc. will receive funds for repairs. $356,500 in
CDBG funds.
3. Un-Met Needs.
This project is completed. $31,450 in CDBG funds.
Pierce
City received four (4) CDBG grants to assist in Disaster Recovery:
1. Demolition
& Debris Removal – This project will remove debris from
Larkin and Clear Creek in the Pierce City area. The Larkin Creek
debris removal project has completed. At this time there are no
plans for the Clear Creek project. This project is also funded by
the USDA, NRCS Division. Total Grant Award - $38,000 in CDBG funds.
2. Property
Acquisition, Site Preparation for City Hall and Fire Station, and
Insurance Coverage for Armory Building. The “Old Armory Building”
was officially signed over to Pierce City from the State of Missouri.
The new name will be the Ray Carver Building. The building will
be reconstructed to house the Clark Community Mental Health Center,
which currently serves the counties of Barry, Dade and Lawrence.
The building will be used to consolidate the Center’s headquarters
and will employ approximately 60 persons. Creative Ink Architects
has been selected for the Armory Project. Bids for asbestos abatement
will be going out soon. Total Grant Award - $273,700 in CDBG funds.
3. Water System
Improvements – in design stage. $192,350 in CDBG funds.
4. Wastewater
Treatment Improvements – in design stage. $166,440 in CDBG
funds.
In
addition to the above grants for Lawrence County and Pierce City,
in September, 2004, additional CDBG funds were awarded to the following
projects:
1. Pierce City
Senior Center - $25,000
2. Barry/Lawrence County Library - $27,500
3. Pierce City Fire Station - $30,000
4. Pierce City Downtown Sidewalks - $30,000
5. Pierce City Old Armory and temporary Fire Station - $136,100
SMCOG is the
CDBG grant administrator for all of the disaster recovery projects.
Projects also receive 75% match in funds from FEMA and 10% match
from SEMA.
Pierce
City Economic Development Projects
Pierce City
received two (2) grants for the Department of Commerce, Economic
Development Administration (EDA) to assist in short and long term
strategies to retain, grow and attract appropriate development and
businesses to Pierce City. The Consulting firms Progressive Urban
Management Associates, Inc. and Citiventure we selected to carry
out the Scope of Services, which included a Market Feasibility Analysis
and Strategic Plan for Economic Development and the creation of
an Economic Development Organization to implement the plan. The
project is near completion and the final documents from the consulting
companies will be delivered soon. A 501(c)3 Not-for-Profit Corporation
will be formed to implement an overall organization plan for Pierce
City.
